Types of Programs:
NURSING: There are two tracks within the Homeland
Security Nursing concentration:
1) Management, which prepares leaders for community, institutional
and agency positions focused on the development, coordination and evaluation
of integrated and comprehensive plans for preparation and execution
of the responses to a large population disaster of any type. Graduates
will have met the educational eligibility requirements for certification
by the American Nurses Credentialing Center (ANCC) in Nursing Administration.
There may be additional work-related experiences required for certification.
2) Advanced Practice Clinical Nurse Specialist, which prepares graduates
for advanced practice in delivering highly specialized care for individuals,
families and communities that have been victims of a large population
disaster of any type. Graduates will meet all the educational eligibility
requirements for the Clinical Nurse Specialist in Community Health Nursing
certification examination as defined by the ANCC. There may be additional
work-related experiences required for certification.
INTERDISCIPLINARY CERTIFICATE in HOMELAND SECURITY STUDIES
prepares leaders for community, institutional and agency positions focused
on the development, coordination and evaluation of integrated and comprehensive
plans for preparation and execution of the responses to a large population
disaster of any type. Offered to graduate students admitted to non-nursing
majors and enrolled in their own program of study, under the mentorship
of non-nursing faculty at The University of Tennessee-Knoxville. Application
is through the College of Nursing.
Overview:
Homeland Security Nursing at The University of Tennessee is
the first graduate degree program of it’s kind in nursing. Opened
in August 2005, with funding from the US Department of Health &
Human Services, it is an academic program focused on all hazards that
could impact any homeland, anywhere in the world. Within this global
world view, there is also strong emphasis on ethics, human rights, culture,
public health law, and international relations.
Homeland Security Nursing is a concentration or area of specialization
within doctoral and master’s degree programs at the College of
Nursing. It prepares scholars, leaders, managers and clinicians for
roles in advanced practice. Graduates will have the educational preparation
to be able to:
- plan for mass casualty disasters
- respond to any major public health emergency
or mass casualty incident worldwide
- manage organizational aspects of disasters
or homeland security incidents in progress
- mitigate the effects of threats
- communicate with and work as integral parts of local,
state, federal or international response efforts and support
national, state and regional homeland security operations
- oversee or provide highly specialized direct patient
care in response to large population events
- educate health personnel, community citizens
about disaster and emergency preparedness
- develop, implement and evaluate health care
policy
- conduct research, engage in scholarship activities,
and disseminate findings, contributing to the body of knowledge

Center/Training Site (REAC/TS) at the Oak Ridge Institute for Science

leaders
- Participation in Local, Regional or National Disaster Simulations
- Completion of Advanced Disaster Life Support & Haz-Mat
Training
- Capstone Disaster Simulation at the end of the Homeland Security
Nursing core course sequence
- Completion of a major project which will serve the public good
- Partnerships with agencies of national renown, such as Oak
Ridge National Laboratory and the US Space and Rocket Center/NASA enrich
the program.
Lecturers with specialized expertise provide the instruction
on-site, allowing for lively exchange of ideas. They come from The US
Department of Homeland Security, US Department of Health & Human
Services, Pan American Health Organization, University of Tennessee
Graduate School of Medicine, Oak Ridge National Laboratory, state agencies,
and other colleges and departments within the university.

Academic Common Market & Out-of-State Students:
A tuition-savings program exists for college students in the 16 SREB
member states who want to pursue degrees in fields that are not offered
by their in-state institutions. Enrollees in universities that offer
the specialized degree programs pay in-state tuition rates. To qualify,
a student must be a resident of a member state and must be admitted
unconditionally into an out-of-state degree program that is listed in
the Academic Common Market inventory. Homeland Security Nursing degree
programs (MSN and Ph.D.) may be eligible for Academic Common Market
